No Sanctuary Policy Clarified In Hot Pursuit Debate
U S officials drew a distinction between no sanctuary and hot pursuit during combat. Hot pursuit allows engaging an enemy across a frontier but not striking an enemy base. The Korea war example showed pilots crossing the Yalu but avoiding attacks on China’s mainland. Officials warned China risks retaliation if it intervenes in Vietnam, and urged careful high level decisions before any cross border strike. The briefing for about 700 editors and broadcasters featured Deputy Secretary Ball and others, with Rusk and Humphrey among speakers scheduled to appear.
