An AP dispatch reviews Ho Chi Minh City two years after Saigon fell on April 30 1975. The old U S Embassy sits vacant guarded by one policeman Thieu’s palace is now a museum and the Continental Hotel is the Simultaneous Uprising Hotel. Aircraft rot at the airport while the international terminal nears completion. Prices surge for cigarettes and luxury goods, and Corsican restaurateurs have left. The Saigon River area is calm as locals and foreign visitors tour the Independence Palace and embassy area.
The United States and Cuba agreed on preliminary maritime boundaries and a fishing rights accord allowing Cuban fishers to take surplus catches within 200 miles of the U S coast. Talks occurred in New York and Havana, with details not disclosed, amid broader but uncertain negotiations toward improved relations.
In Harrisburg the Senate approved a 4.9 billion budget beginning July 1, cutting 241 million from Shapp's request and holding most programs at current levels, with five percent agency cuts. A Centerville man escaped serious injuries when his car burst into flames after a one vehicle crash two miles west of Centerville at 1 a m. Michael Nunemaker 22 of Centerville swerved to avoid two deer, lost control and struck a utility pole then rolled and burned. Police logged total loss at 150 and damage to the pole at 100 with minor injuries to the driver not treated. A separate one car run off near Union City left the driver missing at the scene after the vehicle traveled 225 feet along a bank and returned to the road.
In the Ekofisk field off Stavanger Norway a three attempts to seal the North Sea gusher failed as two inverted safety devices and blind rams could not withstand the rising pressure of 4350 psi. About 60 million gallons have spilled since Friday night as crews on the Bravo rig consider a four ton cap device. No coast line or mass fish kill feared at present.
The Public Utility Commission ordered a winter moratorium on residential terminations and issued safeguards when the ban lifted March 31. Utilities must notify ratepayers within 30 days to arrange installment payments and seek mediation before any termination. If negotiations fail, eight business days prior notice is required and a PUC hotline will aid. Mediation precedes hearings with a judge issuing an immediate oral decision and a written one within 24 hours. Service must continue during mediation.
Erie to Harrisburg passenger line may proceed if Amtrak funds track upgrades and annual subsidies. Deputy Secretary Edward Tennyson said Amtrak approval and local matching funds are needed. The line, second in priority to Altoona-Pittsburgh, would require 120 miles of upgrades and an estimated first year loss of about 200,000 dollars.
Corry Joy, 44, of Corry, filed suit in Erie County Court against John Smith of Erie for injuries from a May 4 1975 turkey hunting incident in Warren County. Attorney Hugh McKnight represents Joy alleging Smith fired at close range striking him after Joy shielded his eyes.
Washington AP reports the Supreme Court weighs whether publicity can sway justices after a leak revealing private deliberations on the Watergate appeals by John Mitchell H. R.
