Barbara Ricci, a 1953 Corry High School graduate now living in Reston, Virginia, has published The Year of the Rats through Walker and Company. The forward-looking novel imagines a crowded future United States, focusing on overpopulation, ecological decay, and a domed, self-sufficient city called United. State plan would place hospitals under utility style regulation
Gov. Shapp unveiled a Comprehensive Health Care Act to regulate hospital budgets room rates and expansions and extend controls to nursing homes and mental health facilities. Health groups questioned state capability arguing private physicians could drop plans to avoid bureaucracy and hospitals fear bankruptcy without timely rate approvals. The plan creates a Health Advocate General consumer representation on governing boards and expands state supervision while excluding private physicians. Joint legislature hearings were planned for summer amid strong industry opposition.
