Unknown Captures Congressional Seat in Pennsylvania

Republican William Conover edged Democrat Douglas Walgren 23,903 to 21,738 in a special election for the 27th district seat to succeed the late Rep. James Fulton. Holt of the Constitutional party had 1,224 votes. Conover, 43, blamed weak turnout and his initial anonymity for the close race and noted half the voters did not cast ballots. Walgren argued the Democrats would win nationally in November and cited ballot position as a factor. Conover will serve eight months before reapportionment reshapes the district.
