Washington April 26 The House will vote on conscription tomorrow after debate on whether to draft or rely on volunteers. Senate action is expected. leaders anticipate passage in original form giving the President power to raise the required force. Mason attacked General Staff and Roosevelt, urging a volunteer army to Europe if needed.
Washington April reports that former Secretary of State Root accepted the chairmanship of the American Commission to aid the new regime in Russia. President Wilson offered the post and indicated further appointments to the commission would be announced soon.
