Tax Reform Leaders Say Rich Tax Shelters Remain
Washington Republicans and Democrats on the House Ways and Means Committee say President Nixon’s reform proposals do not end tax shelters for the wealthy. Chairman Wilbur Mills and Rep. John Byrnes urge removal of exemptions and loopholes, while Treasury officials present the administration plan. They welcome some measures like halving the income surtax and repealing the business investment credit, and Mills hints at broader action beyond the administration. Byrnes expects the panel to go beyond the outlined reforms to close shelters more aggressively.
