Property tax changes spark battles in Harrisburg
Lobby groups clash over a proposed bill to tax land by use value, expanding preferential rates for agricultural and forest lands. The measure, backed by the Agriculture Committee, would allow rollback payments up to five years or ten years under different factions, with split-off provisions and county assessment power. The Pennsylvania Farmers Association and environmental groups push competing rollback rules, while the State Grange warns the plan could aid developers and reduce open land protections.
