Washington April 15 United Press Roosevelt hiked storm signals for a clash over Americas foreign policy. Congress and the administration clash over how far to use moral and economic power to avert war in Europe or a broader conflict. The president and Cordell Hull outlined three planks: use force to repel threats, offer economic aid to Latin nations, and lead Western Hemisphere unity against any European aggression. If war comes the U S will export methods short of war to influence outcomes.
