London naval conference hears humanization of submarine warfare
Delegates at the London naval conference open their first plenary session since February 11 at St James Palace to receive reports from the committee of the whole on the five power treaty. Premier Ramsay MacDonald says a draft by Thursday is unlikely but subcommittees should finish drafts by next Tuesday. Henry L. Stimson reports a turnover allowance allowing Japan limited tonnage transfers in light cruiser and destroyer classes. Britain accepts a similar arrangement. Italy may reserve several committee reports while the first power battleship holiday is extended to 1935.
