Quality C O Nf Education Part 1 Editor's Note
The NAEP studies show 17-year-olds improved slightly in basic reading from 1971 to 1975 but gains mostly came early. Functional reading of everyday tasks rose slowly, with gaps by race and urban disadvantage. Many 17-year-olds still struggle to apply skills to real life, while younger students show more progress in reading and writing and stance on social values.
