Harmony move on patronage delayed in Erie County

State Democratic Chairmen Joe Barr's plan to speed patronage in Erie County may be delayed up to a week due to a rift between Representatives Julian Pulaski and Joseph Brennan over Phelps status. Brennan wants a clear decision from Barr on Phelps, while Pulaski says Barr's orders to meet with representatives already remove Phelps. The stalemate may push first appointments to the board this week after Barr consults legal advisors.
