Proxmire Pushes Study on Bombing Costs and Effectiveness

Senator William Proxmire urges President Nixon to order an impartial study modeled on FDR’s 1944 strategic bombing survey to assess the true costs and impact of U S air strikes in Southeast Asia. China Expanding Force In Laos Says Pentagon

U S officials say 4000 to 6000 more Chinese troops have been sent into Northern Laos, bringing total to 18000 to 20000. Reinforcements appear to guard engineer workers on a major road from Yunnan toward the Mekong River, with radar and heavy aircraft guns reported. Analysts doubt ties to Beijing’s actions against Vietnamese routes and see strategic implications for Thailand and Burma amid ongoing insurgencies. Premier Souvanna Phouma faces limited options with Laos under pressure from neighboring powers and Pathet Lao activity. The buildup hints at long range security concerns and possible use of air power in support of the project.

NY Law Cuts Teacher Tenure Path in New York

ALBANY AP A newly passed New York measure extends the probationary period for teachers to five years before tenure, part of a broader push to grant local districts more bargaining equity under the Taylor Law. The package also would abolish fixed salary schedules, pause sabbaticals at public colleges, and urge more classroom contact over research. Governor Rockefeller must decide, with the changes targeting district autonomy amid rising education costs.
