Court Hears Arguments On Headgear
In Harrisburg a Philadelphia area group seeks to overturn Pennsylvania’s 1968 helmet law for motorcyclists. Judge Carl B. Shelley heard Thursday testimony from the three plaintiffs and commonwealth witnesses, including the helmeted safety official Harry Brainerd who testified the federal Highway Safety Act influenced state standards. The suit, brought by Sheneman, Colgan, Shub and others representing about 1,000 riders, argues the act exceeds police powers and fails a reasonable relation to general welfare.
