Harrisburg AP reports the Pennsylvania lottery marked its third birthday with rising weekly sales but cannot meet senior citizen program payments. Revenue Secretary Mowod cites legislative limits tying lottery funds to elderly rebates and mass transit aid, urging a future solution. Net profits for the year ending June 30 are projected at 82.5 million, while costs for elderly programs total 67.8 million.

Beating Victim Fair, Seek Youths in Union City
A 19 year old Union City youth, Andrew VanDam, home from Indiana State University of Pennsylvania, was severely beaten on South Street near First and Second avenues at about 2 55 pm. A carload of youths halted him, demanded information, then driven off as two jumped out and kicked him. He suffers a fractured jaw and swelling. Police have two suspects in mind and expect arrests for aggravated assault soon. VanDam is the son of Rev. and Mrs. K Aart VanDam, pastor of the First Baptist Church.

Faces Trial In Shooting In Titusville
A Titusville man, Clyde Baldwin Sr., was bound over to Crawford County court on charges of recklessly endangering a person, violating the Uniform Firearms Act, and discharging a firearm in the city after a hearing before District Magistrate Ronald Cole. Bond set for Baldwin as another hearing was continued for Dennis J. Haynes of Charleston who faces similar charges and disorderly conduct. Both suspects were linked to two related shooting incidents with no injuries though a private home was struck by a bullet.
