Supreme Court Extends One-Man One-Vote to Local Govts
The Supreme Court rules in a 5-3 vote that the one-man, one-vote standard applies to local government, affecting about 80,000 units nationwide. Justice White cites Midland County Texas where Mayor Hank Avery sought population-based apportionment for the county Commissioner's Court, while dissenter John M. Harlan calls the decision unjustifiable. The ruling may reshape local school board elections by creating a single large district with equal voting weight, potentially delaying or altering plans for merged districts.
