Assembly refused to concur in amendments and the Senate aimed to restore the bill to its original form. Leader Estudillo faced nineteen votes against him, with Stetson shifting to support but not enough to pass. The issue moves to conference with a belief more votes may swing, while opponents insist on keeping the amended form.

Rates apply to houses, stores, bakeries, drug stores, offices, and other users for the fiscal year starting July 1, 1914, with specific monthly charges and a meterless consumption rate of 800 cubic feet or more per dollar.
