Aug 18 telegraph from Servian premier says Austrians routed with fifteen thousand annihilated. Dutch captain reports German dreadnaught damaged in Trongjem harbor. French troops seize Schirmeck Alsace and take ten thousand prisoners.
Germany acknowledged receipt of President Wilsons offer of mediation and arbitration in the war. All warring nations except Russia had replied by that date as Washington reported on August 18.
