Nine major oil exporting nations agreed to forego a planned five percent crude price rise set to take effect Friday, the Organization of Petroleum Exporting Countries announced in Vienna.
The committee approved Carter’s plan for expanded federal controls on natural gas prices by one vote in a test that could be reversed on nontax parts of the energy bill. The outcome leaves several options open including a phaseout of controls.
The House approved its $12,900 a year pay raise, 241 to 181, mirroring a Senate vote. Speaker Thomas O'Neill reminded members they had already agreed to limit outside income tied to the raise.

The Corona-Norco Unified School District board approves 45 bilingual staffing waivers due to a shortage of qualified bilingual teachers and aides for non-English speaking students. AB 1329 requires a proficient or Bilingual-Cross Cultural Specialist in classrooms with 10 or more such students after June 1979. Dennis notes the district is complying by identifying students and addressing needs.
Impasse halted negotiations June 10 with Bill Drohan appointed mediator. Sessions resume tomorrow at 10 a.m. in separate rooms as districts weigh bilingual staffing needs for 800 students with English as a second language.
