Joseph P Busch Los Angeles county district attorney died in his sleep. Cause of death pending autopsy. Family said he had been in apparent good health.
Gov. Edmund G. Brown Jr. signs a law offering up to 950 million in low interest loans for housing development and rehabilitation in California. The program aims to aid 10 000 or more residents and to boost construction while ensuring affordable housing. It is funded by bond issues including a 500 million proposal to be voted on next year and creates a new state Housing Finance Agency. Former Gov. Ronald Reagan vetoed a similar measure last year.
A blast hit a Bureau of Indian Affairs office in Alameda causing shattered windows and structural damage with no injuries reported. Local police and investigators began assessing the scene and securing the area.

The United States and South Korea told the U N Security Council they will dissolve the United Nations command created in 1950 to defend South Korea if a joint U S Korean command replaces it under the Panmunjom armistice framework. The pledge comes 25 years after the war began and after over 30 000 American deaths.
New Delhi announces a state of emergency aimed at curbing a alleged conspiracy threatening internal security. Government cites 676 arrests, while opposition claims as many as 3500. Former President Richard Nixon voluntarily testified for about a week to Watergate prosecutors and two grand jurors at the Coast Guard Station near his San Clemente estate. The transcript remains sealed as the third grand jury investigates Watergate matters, with Nixon cited as an unindicted co conspirator in the coverup.
Four FBI agents in battle dress scoured the Pine Ridge Sioux reservation after two agents were killed during a warrant service. An Indian also died and authorities pursued 20 to 30 suspects while the shootout near Oglala drew in regional authorities and AIM supporters.

Corona police report an undritified person drove a $2,890 Volkswagen away from Canyon Volkswagen at 1451 Pomona during the night. Police believe the car was hotwired.

She sent telegrams to Foreign Secretary Callaghan and Ugandan President Idi Amin expressing willingness to take the risk. Uganda Radio said Amin did not accept the proposal and remains unmoved.
