Secretary Meredith asked Congress to back Alaska paper mills with timber from national forests on favorable terms. A 30 year stumpage contract would supply pulp mills with monthly timber payments, initial Alaska timber values set low to keep costs small, spruce at 50 cents per cord and hemlock at 25 cents. After five years rates would be readjusted under equitable caps to spur development and benefit Alaska and the broader United States.
