WAUKEGAN IL June 26 The Cook County jury found Governor Len Small not guilty on charges of conspiracy and embezzlement of state funds while he was state treasurer ending a ten week trial seen as a Republican party faction struggle. The verdict came after the jury was out one hour and thirty five minutes. The governor and family had celebrated the acquittal when Mrs Small suffered a paralytic stroke later that day at their Kankakee home. She died the next morning without regaining consciousness.
