Berlin and Geneva reports say German peace proposals, to be publicized tonight, are more conciliatory yet vague. Russian terms seek no annexations and demand evacuation of seized territory. Bolsheviks offer terms to Ukrainian rebels and Teutons weigh them.
Shielka, a Russian freighter from Vladivostok, was searched for gold said to fund Industrial Workers of the World trials in Chicago. No gold found. 21 locals including 13 Russians were arrested as marines guard the ship. Several hundred rifles and ammunition were found hidden under hides.
A Chinese commander in Harbin ordered Bolsheviks to disarm and depart within forty eight hours. If they refuse, force will be used. Chinese forces in Harbin are being reinforced as tensions rise.
An explosion caused a fire that destroyed a grain elevator in Carleton, Oregon, and 6,000 bushels of grain, with a loss of 22000 dollars. Officials declare the blast incendiary in origin.

All invited with no admission, offerings for missions.
