Special to The Times reports that Russians seize Varna with a cruiser and destroyers bombarding the city. Sixteen troop transports wait offshore for a landing as Russians fortify the port and plan operations toward Sofia with Odessa reinforcements.
At a Chant Commerce meeting last evening the executive committee re-elected E. F. as secretary for six months after completing routine business. A Christmas night dance was noted and good printing services were praised.
Berlin reports Kaiser Wilhelm ill with cellulitis a painful inflammatory condition. A court bulletin notes no serious illness and says he will stay indoors for several days. His Western Front trip, planned for today, is postponed, disappointing troops hoping for a Christmas visit.
The House of Commons approved a plan to add one million troops to Kitchener's army. The new force will be recruited from Derby plan enlistees and immediately called to colors, bringing total British soldiers in the field to four million.

Edmund Justice, a night watchman for Atlas Steamship Company, was arrested by federal officials in New York on December 22 for alleged membership in a conspiracy led by Paul Koenig to blow up merchant vessels carrying allied supplies and to destroy the Welland Canal and Canadian bridges. The Atlas company is a subsidiary of Hamburg American Steamship Co.
Lloyd Bingham, a Ford peace party member and husband of actress Amelia Bingham, died in Christiania on December 22 from an acute pneumonia attack. The death casts gloom over the peace expedition and postpones its preliminary work.
Allied aircraft raided Munster in Westphalia last night causing extensive damage. A powder factory was totally destroyed and several ammunition depots were blown up in the raid reported from Amsterdam.
Colonel Alexander Swanitz former chief engineer of the Alaska Central railway at Seward died in Alameda California last night. He arrived in 1902 to construct the Alaska Central line spending about 250000 dollars and later led the Valdez Yukon railway project at Swanitzville. He also advised on the Alaska Home railway after 1907 shaping western railroad development.

Goodall presided with Vice Chancellor Jas Lyons and Prelate Geo Dooley listed among the officers. Other key posts included Master at Work P Mickelson and Trustees Geo Buchanan Carl Johnson and H R Lee.
El Paso reports rumors on General Villa's location as he leaves Chihuahua bound toward the U S border escorted by about a thousand loyal troops. Carranza controls northern Villa government as Juarez hosts a former officers conference about action. Villa reportedly plans to exit Mexico without using Juarez.
In Cincinnati on December 22 the peace treaty to end the war among leagues is poised for signing after Chicago talks. United States foreign trade shows rapid growth with 1915 likely to set new records. For November the trade total reached half a billion dollars, and the year’s imports and exports are expected to exceed five billions. Gold imports for the year are projected at forty-one billions.
An Alaska playette titled The Famous Peak Sisters will be staged at the Empress on Thursday December 23 at 8 p.m. A pre show program features Claysons Orchestra Cordova Stringed Orchestra vocal and piano solos by local artists. Malta reports that an Austrian submarine was captured in the Mediterranean by two destroyers. The destroyers’ nationality is unclear, but it is thought they may be Italian.
London reports Sir Archibald Murray is removed from the imperial general staff and placed to succeed Sir Charles Monro as British commander in the Dardanelles. Monro moves to the expeditionary force in France replacing Sir Douglas Haig, who returns to London to fill Murray’s old post.
Fighting reported between Russians and Kurds in Persia. The Russians have captured the interior town of Kum. Slavs claimed victory as forces moved to secure the area.
Petrograd reports Austrians on the southern front use dummy machine guns to mimic real fire. The fake guns are mounted with Maxim guns and turned to produce authentic racket, aiming to scare troops and disrupt charge storms despite artillery roar.
