Senator Smott's prohibition bill would ban liquor manufacture and sale at the capital and bar importation for personal use. The measure was rejected by the senate by a vote of 61 to 8 on December 19.
Washington December 19 American farmers planted a record autumn wheat acreage to meet wartime demand but poor weather sent the crop into winter dormancy. The crop stands two percent below last December and four and a half percent below the ten year average at seventy two percent of normal.
The army chief and staff urged universal military training as the democratic, efficient and economical path, labeling volunteer service extravagant and inadequate. President Wilson said no decision yet on universal training. General Wood criticized militia mobilization for inefficiency. Local war updates include Russian and Roumanian casualties on the front and Allied leadership changes.
Philadelphia December 19 General Caranza has not signed the protocol for settling difficulties with the United States but regards the terms favorably.

The steamer Spokane made its initial Cordova voyage yesterday to cheers from townspeople. Owned by Pacific Steamship Company, the vessel impressed with its new private baths and will return to Cordova next month replacing the Admiral Evans.

Jimmy Chisholm, owner of the Birch Lake roadhouse on the Chitina Fairbanks road, was forced to mush about 30 miles in twenty below zero and ankle deep snow to a nearby roadhouse after his building burned. His feet were badly frozen.
John Borden the Chicago sportsman who funded Captain Louis Lane’s Great Bear expedition sends a large silver cup to Nome for a dog race under the Nome Kennel Club. The expedition was wrecked on Pinnacle Rock in the Bering Sea and Borden was a participant.
