New York bankers report that China’s request to the consortium for 20 million dollars for administration purposes will be refused. They note the consortium won’t fund government deficits. General Neuville, cited by a Philadelphia speech, denies rumors of a China Japan Germany pact and warned against funding China. The Justice Department may probe the report’s source.
Twelve citizens barricaded behind a mattress repelled a mob trying to break into the jail and lynch five Black men charged with murder. The sheriff ordered return fire after the mob opened fire. several were killed in the exchange.

New York Dec 3 The Pacific Oil Company has been organized by the Southern Pacific to separate its railroad holdings. The new company is capitalized at 52 500 000 and takes over 59 000 acres of California oil land from Southern Pacific in exchange for 50 000.
Havana Dec 3 The government announced Cuba's sugar stocks total 200000 tons, 30000 less than previously reported. About 200000 tons rest with the Cuban sales committee of the Planters and Producers association.
The League of Nations membership commission clarified Article ten of the covenant. It states the article does not guarantee territorial integrity of any member, only to condemn external aggression and urge the council to resist it. Debate notes a revision affecting U S entry is under consideration.

In Brooklyn two bandits robbed four masked men who had come from an automobile and were carrying bonds valued at 46 000 dollars. The thieves secured fifty seven thousand lots in cash and Liberty bonds. The robbery occurred in broad daylight and involved messengers from brokerage houses.
The Brunswick Balke Collender Co. Iowa plant in Dubuque, employing 500 workers, has been closed indefinitely for inventory amid a prior payroll of 1,200. The Chicago office announced the move.
