In Festus Missouri a 19 year old Gary L Miller was subjected to a device placed around his neck by a 60 year old high school teacher Rupert M Johnson who claimed it was a time bomb. Bomb experts disassembled the contraption finding only a string battery and wood. Johnson was detained after the incident as Miller described the weapon and Johnson’s attempt to compel him to telephone his father Charles Miller.
