Slavery in the Philippines and Taft testimony
Governor Taft told the House insular committee that slavery in the southern Moro islands affected 260,000 to 300,000 people and could be ended only with care. He noted slaves could buy freedom but often remained in family ties, with whipping and sale as common practices. He warned force might drive slaves to resist. The talk touched on costs, governance, and U.S. aims against slavery.
