How Congress Dates and Succession Rules Evolve
The 20th Amendment set annual congressional sessions from January 3, with exceptions by law. Special sessions can be called by the President. From 1886 to 1947 cabinet line was the succession order, led by the Secretary of State. The 1947 act added the Speaker and the President Pro Tempore before cabinet officers. The Speaker or PTP would act until a Speaker or PTP is qualified. The question notes if a nonmember can be Speaker.
