The record details Mr. Cox failing to turn over 1897 taxes for which Anderson held the checks, a late partial payment on January 11, 1899, and a Comptroller report showing Anderson in debt to the State by about 900 after commissions. Cox claims a receipt in full from Anderson and uncollected money on a $307.4 check, with a 15 percent commission deducted from the receipt. The committee’s report accuses Cox of misfeasance and malfeasance, irregularities, improper reporting, and improper retention of funds from the Comptroller's books, charging Cox with various financial improprieties.
