Proposal to tax soil conservation technical aid stirs rural mail response
A 1966 budget proposal would create a Revolving Fund making Soil Conservation Districts and landowners pay the federal government for technical assistance from the Soil Conservation Service. Critics warn it would reduce conservation activity by 40 to 50 percent and burden farmers with costs and paperwork. Senators Yarborough Tower and Rep Burleson urged letters opposing the plan.
