Texas farmers urged to buy land with low-interest plan

New Hot Check Law Explained in Texas Legislature
The Forty-Sixth Texas Legislature passed a tough Hot Check Law. A returned check proves intent to defraud and is a criminal offense with penalties from two years and 200 dollars to two to ten years in prison. Second and third convictions bring harsher penalties. Prosecution cannot be dropped once filed and interfering with the case triggers fines. A parallel federal law carries up to 1000 dollars fine and up to five years in prison. The laws aim to curb the hot check problem.
