Rail Mail Rates Expose Postage Pay Disparities

Professor Henry C. Adams cites Walcott Commission data showing New York to Buffalo mail charges of 31.65 per ton versus 7.80 for freight and 12.50 for express, and New York to San Francisco mail 265.53 per ton with freight 60.00 and express 185.00, arguing government costs are far higher than private express costs. He notes government cost per pound around nine cents, while express hauls can be under one cent, and that mail weight has quadrupled since 1878 while general freight rates fell substantially.
