The 1910 census reports a national population of 93,402,151, up 20.9 percent in ten years. Washington state reaches 1,141,990 residents with a 120.4 percent increase, Spokane grows to 104,402 and rises from 104th to 45th among U S cities. Washington may gain two additional congressmen.

Socialists Win the Recognition and Ticket Access

The socialists in the state earned official recognition as a real political party with a state ticket and a second district option. They gain the same privileges as other parties including nomination fees. The canvass shows Richard son 15 994 votes for supreme court and Lester E Allen 8978 votes in the second district, both above the 10 percent threshold.

Legislature Should Grant Refunds for Liquor License Fees

Attorneys general opinion states the legislature sole authority to refund unearned portions of state liquor license fees when a unit goes dry before license expiration. It also holding that the tax commission can transfer licenses between units and authorize transfers between individuals.

Corporations Pay Greater Proportion in Property Valuation Rise

The state tax commission report shows public service corporations top the five year rise in assessed property value in Washington followed by banks and bankers and then merchandise. Farm personal property dropped from 28 percent to 18.8 percent. Rail road property surged 273.9 percent and city real estate rose 189.1 percent. The same period added 2,443,063 acres of cultivated land.

New State Game Law Proposes Deer and Waterfowl Revisions

The state game commission drafts a broad update banning hounding of deer and extending seasons from October 1 to December 31. It limits hunters to one deer per week or two per season and sets opened dates for grouse, quail, and waterfowl with various bag limits and a statewide bounty system for cougars wolves wildcats and coyotes. A county game fund would finance bounties and propagation programs.

Change Method of Selections in County School Superintendents

The report urges ending the current county wide selection method for school superintendents as detrimental to education. It calls for legislative term changes, removal of the two term limit if possible, higher educator pay, and allowing counties to recruit superintendents from outside the county while noting pay gaps between towns and counties.

Stevens County received 944 dollars reimbursed for wild animal bounties from the 1909 state bounty appropriations. State auditor figures show statewide felony cost bills totaled 26,354.30 dollars for April 1 1909 to Sept 30 1910, with none charged to Stevens County. From Oct 1 1908 to March 31 1909 Stevens County received 1 194.10 dollars of the 15 914.60 paid nationally.

The state supreme court upholds the Whitcomb county superior court conviction of A Nichols for selling liquor to a half breed. The court rules the right to buy alcohol is not constitutional and that the legislature may bar certain persons from purchasing intoxicants while allowing others.

Organization of Growers Planned

A plan for collective bargaining in selling the northwest fruit crop will arise from the recent Oregon Apple Show. Prominent apple growers from districts across the region will form a company modeled after Sacramento Valley raisers, Rogue River pear growers, and Riverside orange growers. The aim is better markets and higher profits for growers.
