The annual report by Edwin C Madden recommends consolidating third and fourth class mail matters increasing indemnity for registered mail from ten to one hundred dollars and holding postal employees liable for losses due to carelessness. Total revenues were 111 million with a 3.9 million deficit.
Internal Revenue for October 1901 tallies receipts at 24 359 907 dollars, down 3 104 672 from October 1900. Spirits lead at 11 877 122 with a 781 537 rise. tobacco 4 500 247 down 920 635. fermented liquors 5 788 652 down 702 535. miscellany 1 800 477 down 2 275 094. The four month fiscal decline totals 8 460 058.
South Bend reports Hon. Clem Studebaker failing and far from encouraging since Sunday. He had a better night but grew weaker Monday. He slept a few hours Monday afternoon and became restless Monday night as inquiries from across the country pour in.
In Bluefield West Virginia on November 26 funerals were held for the Pocahontas Baby mine disaster victims. Miners from across the Flat Top field attended as all operations paused. The Baby mine continues to burn with twelve water streams directed into it.
Four large icebergs were visible from St Johns Newfoundland on Monday drifting south in the Atlantic shipping lane. The icebergs have never before been seen so late in the season, raising danger for ocean ship masters in current shipping routes.

Pittsburg reporters say four Miller girls aged 16 to 23 were killed when a lamp explosion started a blaze at their Lara street Knoxville home. Father J. G. Miller escaped from a second story window with a badly injured leg. Mrs. Miller and Jennie and Lily were among the injured in critical condition.
A war department order outlines a program to test and classify field artillery gunners. Examinations determine qualified gunners by mastery of instruction with dates set by department commanders after annual target practice. First class if 85 percent average, second class if 65 percent.
Julius Goodman of New York writes Jeffersonville officers suggesting Charles E Goodman in jail for murder may be his brother. The missing man, aged 23, left New York years ago and has not been heard from. Coroner Coots will examine the corpse to verify the description.

St Louis November 26 The Federal Lead Co has purchased a large tract of land at Alton Illinois where it will erect an immense smelter to reduce ores shipped from its Southeast Missouri mines.
In Camden Missouri on November 26 two men named Griffith and Robinson were killed by a dynamite blast five miles north while boring a hole with dynamite that failed to detonate.
Louis Grannoti, an accomplice of Bresci, the killer of King Humbert, received a life sentence at the Assizes in Milan on Monday. He remains at large and has not yet been captured.
Boston November 26 The Olympia once Admiral Dewey’s flagship was docked successfully at noon Monday at the Charleston navy yard indicating a formal resumption of active duty status.
United States Marines from the battleship Iowa have re established transit across the isthmus and protect passenger trains amid fierce fighting at Empire station between insurgents and Colombian government troops. Capt. Perry is to assume full command of all U S naval forces on both sides of the isthmus to ensure harmonious operations. Consul Gudger reports troops reaching Matachin with Colombians appearing victorious over insurgents.
Knapp's roller boat, 110 feet long and 22 feet in diameter, rolled from Prescott to Ogdensburg in a snowstorm with a stiff north wind but failed to reach the channel and settled on a sand bar. Tow boats could not pull her free and recovery may wait until spring. The inventor and stockholders were rescued by small boats. The craft uses a central climbing engine for motive power.
John Goodnow, consul general at Shanghai, reports over half a million in the Yangtze valley may starve this winter without outside aid. A relief committee of foreigners and Chinese forms in Shanghai, with contributions urged through British consul general P L Warren who chairs the committee.

In Marietta Ohio, November 26, Robert Wilkin, a drunken farmer, killed by gunfire after shooting Jacob Stokes and his wife injuring them severely. Stokes, aided by an 18 year old son, entered and killed Wilkin, while Mrs Stokes, shot in the face, may die. The Stokes family, prominent and wealthy, faces a fatal shock.
Porto Rico education chief M G Brumbaugh reports 34 000 students in school this year and 50 000 next year. A new normal school opens at Rio Piedras to train teachers. He urges Congress to provide at least 300 000 dollars annually for ten years to educate about 150 000 more pupils, raising enrollment to over 66 percent of the island's school population.
Gen. Joseph Wheeler donated the first American flag that flew over Santiago to the state of Alabama. It will be raised from the mainmast of the Spanish warship Don Juan de Austria, whose mast was given to Alabama through Capt. R. P. Hobson’s efforts.
