The note from the powers to China appears likely to be issued soon and negotiations may begin. China faces a critical condition but could preserve its trade with concessions. the Chinese court is not expected to return to Peking before spring. Military expeditions northward moved without opposition.
In Peking, sanitation deteriorates after the occupation as many Chinese die from smallpox and other diseases. Coffins stay in homes and courtyards to avoid funeral interference, garbage removal stalls, and the huge waste buildup threatens a major epidemic amid winter's high smallpox risk.
Paris dispatch dated November 17 reports imperial decrees depriving Prince Tuan and Prince Chwang of nobility and ordering their imprisonment at Mulden until death. Decrees also degrade Prince Ying and exile Yu Tsien, with other officials punished or confined. Gen Tung Fa Usiang to be punished later. Also election returns show Dryan electors ahead by 1,898. The American mail steamship San Antonio from Colon arrived in Brunswick on Sunday due to coal shortages. She carries 73 bags of South American mail to be forwarded by rail to New York.
In Manton Michigan on November 19 a house fire killed Rupert Fisher’s two children ages 3 years and 4 months. The fire left them alone in the home during the mother’s absence.
Minneapolis, November 19 A test of wireless telephoning at Powderhorn Lake by J. C. Kelsey and five Northwestern Telephone Exchange Co. workers proved successful They used parallel about hundred foot wires elevated with grounding pins to induce signals between ordinary local transmitters and receivers The system allowed conversation without wires and reportedly could reach twenty miles with the crude apparatus
London reports dwindling concern over Emperor Nicholas's health with Berlin and Copenhagen dispatches noting a favorable mood. The dowager czarina is expected to stay at Kredensborg possibly until December 6, while Moscow and St. Petersburg correspondents cite heart weakness and influenza as factors in the illness.
In Poplee Uhl Mo on November 19 a 16 year old named Alexander Richard was arrested on suspicion of fatally shooting his father, farmer across the line in Arkansas. He reportedly confessed and implicated his mother sister and sister's husband James Drogan, all arrested and placed in Corning Arkansas awaiting further action. Citizens suspect a man named Wogan as the organizer of the affair and plan to move him to Paragould for safe keeping.
A section of Minnesota ore docks on the Blackwell canal in Buffalo collapsed Sunday morning under 60 000 tons of ore. Two boys were killed and one man injured as 200 feet of dock vanished and ore topped 25 feet above water. Ore owned by Pickands Mather Co of Cleveland. Dock recently rebuilt with new machinery.
The charred remains of Mrs. Mary Van Lieu and her two year old daughter were found in their Trenton Junction home after a fire Saturday night. Robert Henson, also colored, was jailed Sunday night and committed to await a hearing on the murder and arson charges.

Four men perished as a Sunday fire destroyed the McGonigal house hotel barn and opera house in Oswayo Pennsylvania. With no fire department the blaze spread quickly, injuring two men and leaving several others escaping by jumping from windows. The tannery supplied a pump but delays hampered efforts. property loss is estimated at five thousand dollars.
A triple drowning is reported from Hetta lake at Hunter's Bay Alaska. Victims include Mrs James Taylor of San Francisco California Miss Baker of Table Rock Nebraska and Foreman Early of Hunter's Bay cannery. Taylor's body was recovered. She was wife of James Taylor former manager at the Pacific Steam Whaling Co cannery. Baker was the daughter of Mrs G W Baker of Table Rock Nebraska a missionary of Southwestern Alaska for ten years.
The saw mills of Laird Norton and Co and the Empire Lumber Co in Winona shut down for the season Saturday night while Winona Lumber Co ends Tuesday. Seven hundred workers will be unemployed until next season begins.

Fire swept the Renwick block in Davenport on Sunday afternoon, gutting the Davenport Furniture and Carpet Co. and damaging Harold Peterson Wallpaper Co. Jarvis White & Co. and Berry Shoe House. Loss estimated at 100000 with 50000 insured. Local firefighters fought the blaze for hours.
