War erupts between Kansas two houses after deputies assault clerk Ben Rich. Republicans batter doors, seize representative hall. militia mobilized as Gov. Lewelling orders three companies. Crowded scenes, arrests demanded, populists swear in deputies amid mounting riot fears.
The Senate Foreign Relations Committee considered the Hawaii treaty with the president's message. It would make Hawaii a U S territory with provisional government continued until ratified. Pension provisions for ex-queen and Princess Kalani are proposed at 25000 annually.
The senate approved the house bill to incorporate the American University with Bishop John F. Hurst of the Methodist Episcopal Church named chancellor and active promoter. The action took place at Wassexcrox on February 16.
The bark Catalina owned at Bremen was wrecked off the Noll of Galway. The captain and seven crew members drowned. Four survived.

Springfield Feb 16 The Illinois House defeated a motion to suspend rules for a resolution congratulating President Cleveland on Judge Walter Q. Gresham joining the cabinet. Republicans pressed the issue to embarrass Democrats, 56 ayes 66 nays. In the Senate bills passed include half interest on the college fund to Southern Normal University and 22 116 for that institution, plus four-term county court in Lake County. New bills listed include limiting justice of the peace to licensed attorneys, salary 400 yearly plus 50 cents per case, four-year terms, and prohibitions on railroad passes or emoluments with penalties.
Lansing February 16. In the Michigan House a bill was noted to supply proper appliances at the state prison in Jackson for execution by electricity. The session also covered repeal of 1891 mineral land taxes and a controversy over Wilkins versus Jordan, ending with a Republican majority in both houses.
Hunters at a Maples farm near Fort Wayne discovered an aged couple dead with a nearby arsenic package indicating a suicide during the night. The despondent farmer, John Oesterman, rented a small farm and lived in poverty.
Chattanooga residents mobbed the jail to seize and hang a Black man named Blount accused of assaulting a white woman. Deputies defended the jail until a bridge event ended with Blount shot to pieces. The incident followed by reports from Pittsburg, Louisville, and other cities on related political and social turmoil.
The report notes the Iowa state fremen's tournament will be held in Sioux City this June. Separate health notices mention winter cholera outbreak near Galesburg Illinois with many children ill.
The Senate agreed to grant $1,019,005 to the Columbian exposition as recommended by the appropriations committee. The quadricentennial panel also favored an amendment authorizing $50,000 to cover reporting translation and publicizing congress and conference proceedings in Chicago. An additional note from Boston concerns Harvard President Eliot urging funds despite large endowments. In Alabama a dynamite blast at Reece Thomas mining camp near Birmincham injures several workers, with William Maxwell killed.
