Washington February 11 the house committee on military affairs completed the army appropriation bill framing it for an army of about one hundred thousand men. It provides for nine major generals and twelve brigadier generals with large pay and support items including pay of officers and enlisted men, subsistence, transportation, barracks, clothing, hospitals, and a Rock Island armory for 2000 small arms daily.
