Ohio River continues to rise from Cincinnati to Huntington with waters reaching Water Street and submerging railroad tracks. Warehouses and basements flood affecting parks and tobacco stores while most merchants moved perishables. Big Sandy again rises as flood crisis persists with heavy rains and snowmelt driving higher levels.
Portsmouth Ohio fights the Ohio River flood with floodgate plans and reinforced defenses. City officials warn of possible gate openings, but by Wednesday night the city remains largely dry except outskirts as pumps remove water. Gallipolis notes a stationary river at 55 feet 7 inches with anxiety over further rise. Louisville reports Ohio River at the danger line 28 feet and rising an inch hourly with expected 30 to 31 feet, threatening business districts.
Flooding on the Mahoning River leaves lower Youngstown flooded with water up to 13 78 feet. Fire and police rescue families by boat while blast furnaces suspend operations. Niles reports high water shutting down industries and blocking rail and street traffic.
Portland April 25. George H. Brainerd a 20 year worker killed one man outright and fatally wounded another plus two others on the fourth floor then tried to shoot Deputy Marshal Frith. Victims include I H Farnham Boston electrical engineer and Jarl Buxton Lewiston died later Elmer Z Lane Mechanic Falls and James Wadsworth Lewiston fatally injured. Brainerd shown as insane by motive.
A press correspondent reports President Diaz cannot accept any invitation to meet President McKinley at the border due to heavy public business. Diaz remains in excellent health but is confined to his office with substantial duties demanding attention.
The Louisiana Purchase Exposition Company of St. Louis was chartered by Secretary of State Cook in Jefferson City. Capital stock is 6 million dollars in 600000 shares of ten dollars each. Five million dollars of stock has been subscribed in good faith and ten percent of the amount subscribed is paid up and held by the board of directors.
Reports from the navy department in Washington say Admiral Bowles, head of construction and repair, has been offered the chief executive role in a forthcoming shipyard merger. The proposed salary is around 50000 dollars, though officials would not comment.
Capt. Frank Crossland of the British steamship Selma died by his own hand in a Houston lodging house on Wednesday after disappearing two weeks earlier as the Selma sailed without him. A large sum of money was found on his person and no letters were left.
General Shafter in San Francisco orders volunteer regiments to be mustered out there. The 35th Infantry on May 6, the 32d Infantry on May 8, the 29th Infantry on May 10, and the 26th Infantry on May 13.

In Dillsboro Indiana on April 25 a diminutive baby to Mr and Mrs Henry Frolks arrives weighing two pounds two ounces. The infant’s coal black hair two inches long and a silver dollar nearly hides the face. Arms are as thick as a man’s fingers and both parents weigh over 175 pounds each. The child is bright and expected to live.
The Indianapolis & Martinsville Electric Railroad Co was incorporated Wednesday. It plans a 36 mile line from Indianapolis to Martinsville starting next month at a cost of 600000. Charles F. Smith leads the new company. The project revives a push for an electric road to Bloom.

Greensburg Ind April 25 Col John G Scobey longtime lawyer on both sides of the state line and brother in law of Judge Harmon of Cincinnati has died aged 82 He was renowned for his power with juries and his prime career spanned decades.
Geo Burrey 19, married last month to Clara Hogan 16, has been bound over to circuit court on charges of fraudulent marriage. Burrey lived with his young wife only two weeks before the incident became known.
