A proclamation from Emilio Aguinaldo asserts a complete end to hostilities and favoring peace under United States sovereignty. The Manila address urges trust in the American banner and promises of liberty as Gen. MacArthur orders 1,000 insurgent prisoners released after swearing allegiance to the United States.
Adjutant General Corbin states no material changes will occur in Philippines forces until Gen Chaffee reports. Chaffee will relieve Gen MacArthur on June 30 with a civil government expected about that time. Corbin notes no shift in plans to send U S regulars to replace volunteers and says MacArthur’s 40,000 man reduction is unfounded. Regulars will be brought home gradually as new regiments form.
Little Rock Arkansas April 20 The house approved a senate bill authorizing 320000 dollars for an Arkansas exhibit at the Louisiana Purchase exposition of 1903 in St Louis Chicago April 20 The Chicago Great Western railroad has conceded all demands of the International Machinists association ending any strike threat.
Edward Vogle a 25 year old bookkeeper at Alexandria Lumber Co. was crushed to death when a stack of lumber toppled as he pulled a beard for a customer. Also reports include George W. Hall preparing for a new trial in the Hall will case over a $50,000 estate. Central Sugar Co. to build a $500,000 beet sugar plant in Shelby. Mrs Christ Fislin declared insane after arrest for poisoning her husband and eight children. Willie and Clayson Seekins, youths from Fairmount, ran away April 3.
Warsaw Indiana reports the executive committee of the National Young People's Union of the Presbyterian church arranged the annual gathering to be held at Winona from July 24 to 28.
Indianapolis report states James Barnett, a colored coachman, was convicted of manslaughter for fatally shooting Frank Wilson, bartender at the Bates Inn. Also from Indiana, Orthodox Jews in Mishawaka and Elkhart plan a $10,000 synagogue in South Bend. Thos F Tuttle, life insurance man, dies at Hotel English in Indianapolis.
Washington April 20 The arrangements for the state, war and navy departments exhibits at the Buffalo exposition are nearly complete. Navy display features include Naval Constructor Hobson who sank the Merrimac and raised ships in Manila Harbor. Marines and coast artillery will set up camps with daily drills. State department exhibit ships on ground with portraits of presidents secretaries of state and the great seal in oils and many foreign gifts. Col. Michael will lead the government commission to Buffalo.

The third conference of miners and operators in Sub-district No. 5 adjourned without an agreement. About 1,500 miners in Belmont and Jefferson counties Ohio and part of Harrison county West Virginia will strike Monday. Operators moved to adjourn. no future meeting planned.
Carl Schurz is seriously ill at his home at 16 East Sixty fourth Street in New York. He is reported to have pneumonia, though his family denies this. He fell ill about a week ago last Sunday.
The 29th and 32d regiments of the United States volunteers arrived in San Francisco aboard the Grant. The transport also carried Company F of the 26th volunteer infantry, 123 sick soldiers, and 80 cabin passengers, totaling 1,000 soldiers on board.

Chaffee expressed sympathy with Waldersee over Schwartzkopf's death and attended his funeral with U S officers. Peking notes three East Asiatic regiment companies and most garrison marched to Huai Lu passes under Von Lessel and Ketteler to attack Liu.
