Ways and Means trims Carter energy plan tax ideas

The House Ways and Means Committee rejected Carter’s gasoline and small car tax ideas, delaying a 1979 start and weakening the mileage target. A 27.5 mpg goal was cut to 22.5 mpg, while the gas guzzler tax faced a reduced impact. The natural gas price control plan was also altered by Congress to phase out federal controls over five years, with immediate decontrol on newly produced onshore gas. The panel cited concerns about investment and unemployment in the auto industry and urged a steadier path.
