President Ford said he would review a full amnesty for all Vietnam era draft evaders and deserters at the request of Mrs. Hart after her husband Sen. Hart died. He suggested no commitment and noted his 1974 75 program had already helped about 18 000 earn good standing while others did not act.
A grounded Liberian registered tanker named Olympic Games leaked about 133,500 gallons of light Arabian crude into the Delaware River near Marcus Hook. A 20 mile slick threatened New Jersey Pennsylvania and Delaware shores as crews boomed beaches and creeks. Coast Guard officials, including Capt. Kenneth G. Wiman, said cleanup would take days to weeks with assistance from EPA administrator Russell Train and specialists from North Carolina.
President elect Carter discussed economic plans with his Cabinet at St Simons Island Georgia noting a likely tax cut. He announced Walter Mondale as his chief of staff saying Mondale will be their boss. The United States posted a record 86 million deficit in international trade in November driven by a surge in petroleum imports and a drop in food exports. Imports reached 10.5 billion, exports 9.6 billion, marking a sixth consecutive monthly decline and the largest deficit since August 1974.
