Texas Lawmaker Proposes Gilmer Aikin Budget Balance Plan
A Texas legislator argues for reallocating funds within the Gilmer Aikin framework to raise teacher pay while maintaining local control. He proposes restoring a 1:3 balance between local and state support, citing the need to keep needy districts funded and avoid shifting funds to richer districts. He references the 1940s structure and warns against widening disparities amid rising program costs.
