Major changes in Texas driver license laws take effect
New rules raise minimum ages and fees, expand inspection items, and require thumbprints. Front seat belt anchorages, ignition components, wheels and more will be inspected. Provisional licenses for under 21, penalties for driving without license, and DUI rehab programs are outlined. Political signs suggest a stormy year with Barnes and Smith repositioning. Hospital building priorities include $3.2 million in state and local grants for Dallas Neuropsychiatric Institute and community health centers.
