Borough Council Provisions Under New Code Signed by Governor

The act revising borough government takes effect July 15 1915, with councils organized January 2 1916 and biennial elections. Sections set officers, oath, burgess role, vacancy rules, meeting duties, records, and publication requirements. notices served personally. road and street work to be planned and opened.

Borough Ordinance Powers And Administrative Provisions

The plan is to be kept by the secretary and open for public inspection. The council may appoint and dismiss a treasurer and secretary, with authority to hire a solicitor and street commissioners. It fixes compensation and security for officers, directs annual publication of treasurer accounts, and provides for fines, enforcement, and the recording and transcription of ordinances along with notices. The secretary must publish transcriptions and councils may issue subpoenas. Provisions cover attendance, service, and payment for services rendered in good faith or as morally obligated.

Antisuffrage Movement Aims to Organize Here

Miss Clara Markinson traveled to Clearfield to gauge anti-suffrage sentiment among women and reported forming an anti suffrage association in Johnstown yesterday. She plans a local chapter soon while marriage licenses were issued to Frank Frye and Bertha Griffiths of DuBois Harry Lambert of Morrisdale and Bessie Catherine Gates of Glasgow John Delaney and Mary Turner both of Clearfield.

Zeppelins Bombarded by French Forces Over England

London reports three Zeppelins bombarded, one attacked by French forces. No word on the Zeppelin drifting toward the sea. The Admiralty announced Namsgate was attacked early morning with 40 bombs, three persons reportedly damaged. Miss Gerneder unknown.

YMCA Camp Plans Finalized For Three Cities

The Clearfield Punxsutawney and DuBois YMCA groups completed summer camp plans at a Du Bois meeting. Bonair site two miles from Lumber City was approved for ten days in July. Lewis and Graef named camp leaders, Manley treasurer, Hagerman commissary head, and Schantz athletics lead.

French Continue to Rush the Germans

United Press from London reports 187 time the off ed the Trash river view to capturing Bukowina. British Field Marshal Sir John French says troops have again advanced after a fortnight of repelling German attacks and swept across two miles of trenches south of Richiebours. Many prisoners were taken, some surrendering in bodies. the offensive continues with gains in marked territory.

President Wilson Reviews Fleet From Mayflower on North River

President Wilson aboard the Mayflower watches Atlantic fleet battleships glide past on the North River accompanied by Secretary Daniels. The review occurs near 72nd Street and 125th Street with 70 vessels, then sails past the Statue of Liberty. The fleet heads to Newport for a battle game before overhaul and a Panama voyage to the San Francisco exposition.

London May 16 The Anchor liner Transylvania dodges a torpedo that passed 40 yards astern after a submarine sighting was reported by passengers including waiter R Burton and actor Kenneth Douglass. The ship zigzagged away as crew learned of the Lusitania disaster and the submarine periscope flash was seen.
