Meaghan former Cedar Rapids mayor announces plan to run in city primary. He pledges to work with residents, civic groups, management and labor to attract industry, expand locally, fund improvements, and provide cultural facilities. He cites a $3 million budget rise and contrasts with the incumbent on taxes. He lost a 1961 bid and later worked in securities before serving as executive secretary of Organizers and Underwriters.
