Plein Ordered to Mental Examination for Trial Fitness
Richard Frederick Plein, 36, accused of sodomy, was sent to the Mental Health Institute of Independence on a court order. District Court Judge Charles Penningroth signed the order for a mental examination to determine fitness to stand trial. Plein has a history of sex offenses, the most recent involving a 16-year-old boy. The case arose when the boy, James Madison Fritz, allegedly harmed a 5-year-old girl last month.
