City seeks smart growth plan for Thunder Bay future
City manager John Collin urged Thunder Bay to adopt a concrete smart growth plan at a Chamber luncheon. He cited 2016 and 2022 census data showing 1.3 percent population growth, well below Ontario's 5.8 percent, and noted a 7.8 percent tax-base rise over a decade versus 82 percent CPI since 1980s.
