Realignment Sparks Debates Over Montana District Boundaries

Hearings on the Montana Districting and Apportionment Commission plan reveal widespread concerns over preserving county lines while achieving one-man-one-vote districts. The plan proposes 100 House and 50 Senate districts with some multi-county extents and up to a 16.4 percent deviation allowed between largest and smallest districts. County clerks warn of split precincts ballot printing and ballot rotation issues as lines cross counties and university enrollments skew population counts.
