Congress Opposed Toole Measure Opening Crow Reservation
In 1866 Montana stockmen opposed Delegate Toole's bill to open the Crow reservation and settler lands in northern Montana. The proposal aimed to allot 320 acres per Indian and sell surplus lands while holding the rest in trust for tribes. Critics warned of loss of tribal integrity and the rise of white settlement.
