The president signs the joint resolution demanding Spain evacuate Cuba. Assistant Secretary Day explains the ultimatum is sent to Madrid and delivered to Spain’s minister, who requests passports. Spain vows to reject US demands, amid war-credits vote and fleet deployment warnings.
The Spanish minister requests passports in an ultimatum style note dated April 20 1898 from Dz Espana Wasmretox. The secretary reports the Congress resolution approved by the President makes the minister’s stay in Washington untenable and asks for protection of Spanish interests to be entrusted to the French ambassador.
The House approved an emergency war measure authorizing the president to call out volunteers and organize them. Speaker Hull pressed the bill at the urging of the War Department after White House messages urged its imperative passage. A strong postvote demonstration followed in the chamber. The Senate also adopted a joint resolution to print extra copies of the War Department military publication.
General Stewart L. Woodford and staff reached the frontier unharmed after Spanish police tried to seize Mr. Moreno, a U.S. legation member, at Valladolid. The escort train faced stoning and guard thrusts as passengers were protected to San Sebastian and Segovia amid cheering military students. Woodford stood in the carriage doorway to prevent forcible removal, then he and his party crossed into France safely.
Washington reports spread that the City of Paris, an American liner turned auxiliary cruiser, may have been captured by a Spanish warship after crossing the three mile limit. The gunboat Nashville captured the Spanish prize Buena Ventura from Pascagoula bound for Rotterdam with lumber. After a blank shot was ignored the six pounder fired and the crew of twenty surrendered. Nashville towed the prize to Key West where a prize crew was placed onboard. The capture stirred local excitement. The vessel sailed from Bilbao to Pascagoula via Havana and Pensacola.
Washington outlines policy on privateering neutrality and blockade with a proclamation declaring Cuban port blockades and a bill on volunteer forces. Officials explain contraband classifications and emphasize that neutral goods are exempt unless contraband, with Spain seen as unlikely to accept 1856 Paris principles.
Captain General Blanco issues a decree reaffirming prior orders and declares the island in a state of war. He nullifies pardons for insurgents and imposes martial law on those charged with treason espionage crimes against peace sedition and attacks on the government or public order via print.
